Dominicans' race depends. We think of ourselves as mixed race, but in the eyes of the American with some states law of one-drop rule you will rules as black, and that’s ok for you (i got to know the word Latino from USA TV). The founders of Colectivo Ilé want their 2020 census efforts to drive social policy for all African descendants, including Dominicans, Haitians and other ethnic groups living in Puerto Rico.

Dominicans are just Dominicans and there is nothing wrong with that.

Take Barack Obama, for example.

On the other side of the coin Americans in general should not try to force Dominicans into a box and force them to chose a race when "Dominican" is not even listed in the multiple choice. Since 2000, the Dominican-origin population has increased 159%, growing from 797,000 to 2.1 million over the period. Dominicans are the fifth-largest population of Hispanic origin living in the United States, accounting for 4% of the U.S. Hispanic population in 2017.

So to "us", most Dominicans don't really seem that "foreign" outside of the language barrier. There are white people there, mix of black and white (generations of it...and not considered mulato in this case since it is not first generation) and black. Being that I have always been really cool with Dominicans, I took it upon myself to do a public interview and ask them directly what race they identify with.
